In response to the increasing air traffic in the Brazilian skies and the related complexity of operations, the Brazilian air force (FAB – Forza Aerea Brasileira) decided to undergo a significant plan for upgrading the existing VCS (Voice Communication Systems) infrastructure already deployed nationwide. The upgrade is aiming at getting the many advantages of the VoIP architecture and protocol. The conversion to IP is the main objective that is being focused with this project. Other projects in the same direction have been completed in recent years, while the current one directly involves the DTCEA (Destacamentos de Controle do Espaço Aéreo) areas of San Paolo, Rio de Janeiro (Galeao) and Confins.

A large number of BSS (Best Signal Selection) modules are going to be installed for the management of a varying number of remote sites (from 2 to 7), to allow air traffic controllers to receive the best audio from remote radio stations nominally set to the same frequency. When considering the total amount of connections (main + emergency systems) that will be interfaced by the VCSs, one may understand the complexity and wideness of the requirements set to SITTI systems:

  • 100 Best Signal Selection (BSS) frequency groups
  • 200 Controller Working Positions (CWP)
  • 360 SIP telephone connections
  • 560 Analogue telephone lines
  • 500 Analogue-IP gateway boards

These impressive figures do not represent a problem for SITTI MULTIFONO® systems, because of their intrinsic capability of managing a very large number of concurrent communications, since they are natively ready to accommodate expansions and integrations without affecting ongoing operations. Air traffic controllers can access all communication devices (radio and telephone) that are configured on their touchscreen panels, by taking full advantage of the sophisticated algorithms implemented in the system to provide them with the easiest and most effective Human-Machine Interface for safely coping with all the tasks they are responsible for.

Once the VCS systems will have been upgraded according to the requirements set by the customer, the existing VCS systems will benefit from all the positive aspects introduced by the IP technology to better respond to the constantly changing and challenging operational needs. The wide experience of SITTI in the Air Traffic Control (ATC) field is put at disposal of the customer through top-edge systems, in compliance with international standards. The upgrade of the VCSs will be carried out in different phases, and it is expected to be completed in 2 year time.


The positive relationship with ESA (European Space Agency) and the excellent results achieved so far paved the way for the award by ESA of another contract to SITTI for the supply of 4 new ED-137 compliant VCSS (Voice Communication Switching Systems). After the delivery of the SITTI system for the Cebreros (Spain) ESA ground station the agency had the need to further equip its world wide Ground Stations network with reliable advanced mission-critical VCS systems to be connected to the main center in Darmstadt (Germany)  for activity coordination and sharing of vital real time information among spacecraft and ground network operators.

The new M800IP® MULTIFONO® Voice Communication Systems will be installed at the following four ESA Ground Stations:
·         Kiruna (Sweden)
·         Kourou (French Guyana)
·         Malargue (Argentina)
·         New Norcia (Australia)

Such new systems guarantee ESA the same top edge characteristics and performance of the ED-137 VOIP systems already supplied. All in all, the four systems encompass 58 controller working positions (CWP), 96 main/backup VOIP links, 32 E&M analogue connections, 16 digital interfaces including ISDN. The native flexibility and modularity of SITTI MULTIFONO® M800IP® systems allow to plug in a very large variety of different interfaces that convert any kind of link into standard EUROCAE ED-137 VOIP connections.

During the Aeronautical Commemoration day, occurred last October 18th in Brasilia, the Santa Cruz Airfield Remote Tower has been officially inaugurated.

SITTI was honoured to contribute to this project with the supply of the Voice Communication Switching System granting reliability for the Aeronautical Communication Services.

Sorocaba is a town not far from Sao Paulo, where SITTI (in collaboration with Global Business Pro) is going to install a new Voice Communication System (VCS). This is a small system belonging to the well known MULTIFONO® M800IP® family. Thanks to intrinsic high modularity of this type of systems, the Sorocaba system will benefit of the same top-edge features and performance of larger installations.

Full IP based backbone, analogue and digital radio and telephone interfaces, high performing controller working positions, digital E1 links are among the standard characteristics of the supplied system:

The International Airport “Carriel Sur” at Concepcion (Talcahuano) is going to have a brand new MULTIFONO® M800IP® system installed. DGAC (Direccion General de Aeronautica Civil) is the Chilean Air Navigation Service Provider whose services will benefit from the new system.

The list of interfaces required by the customer is significantly large and diversified, including the capability of connecting both analogue and VoIP radios and telephones. Such requirements do not represent a problem for SITTI M800IP® system, because this latter is natively capable of dealing with many concurrent types of interfaces, thanks to its modular and distributed architecture.

In its vast offer of innovative products, SITTI also developed and customized field deployable Voice Communication Systems (VCS) to be used by military Air Forces in tactical arrangements. SITTI field deployable VCS is named M802IP. This is derived from the well known MULTIFONO® M800IP® family, from which it derives all its leading characteristics, performance and capabilities.

Two M802IP systems have been ordered for use by the Primeiro Grupo de Comunicações E Controle (1° GCC) either inside a shelter or on the field. The field deployable system is housed in special “cases” conforming to military specifications that allow transportation and installation wherever needed for controlling the airspace.

A significant number of Controller Working Positions is included in the supply, connected via optic fibre with the capability of interfacing both analogue and VOIP single radios, as well as analogue and VOIP telephone lines. Radio reception is under the control of a sophisticated Best Signal Selection (BSS) facility to guarantee controllers the best received audio at any moment in time. Recording and GPS precision clock complete the supply.

This project will be directly managed by SITTI subsidiary in Brazil, SITTI do Brazil.

FAA VOIP Interoperability

During the first two weeks of May, the Federal Aviation Administration (FAA) in the USA has been hosting a very important event, aimed at the verification of the true interoperability between equipment from different vendors. The goal is to check whether VCS systems, radio devices and recorders can work together using the brand new ED137C standard, i.e. the C version of the world famous ED137 standard on VOIP in the ATM field.

14 vendors gathered in Atlantic City to run a large number of tests, thus proving the completeness and robustness of the standard on one hand and of their equipment on the other hand. Pairings between all vendor equipment have been executed, in order to allow e.g. SITTI VCS system to be interfaced to any other VCS, Radio, Recorder from different manufacturers.

SITTI has been participating in the event with a full ED137C standard compliant system, composed by Controller Working Positions and radio/telephone VOIP interfaces. The result of the tests has been beyond expectations, thus not only confirming the compliance of SITTI systems to the latest available standards, but also consolidating the modular and scalable software and hardware architecture of the MULTIFONO(r) M800IP(r) VCS system.

MULTIFONO(r) M800IP(r) is the top-edge VOIP ED137 VCS system developed by SITTI, worldwide.


Continuing its expansion in the VCS market in the South American countries, SITTI has completed the installation and set-up of brand new MULTIFONO® M800IP® Voice Communication Systems (VCS) and ancillary equipment at 6 sites in Colombia. The supplied VCS systems include the latest Controller Working Positions (CWP) that allow controllers to easily and intuitively interface the Radio and Telephone communication facilities provided by the MULTIFONO® M800IP® system. The SITTI system has been chosen by Radiocom S.A. for Aeronáutica Civil in Colombia for the full adherence of the supplied systems to the Customer requirements and its positive response to the local operational needs.

The airports benefitting from the latest and most advanced VOIP technology provided by the MULTIFONO® M800IP® VCS family are Villavicencio ACC and the towers of Florencia, Arauca, Saravena, Tame, Puerto Inírida. The wide experience of SITTI in the Air Traffic Control field is thus put at the Customer disposal through top edge systems, capable of interfacing analogue and IP radio channels, in order to provide local ATC controllers all the required facilities to best manage the traffic under their responsibility. M800IP® is in fact fully compliant to the latest EUROCAE ED137 VOIP standard, but also able to deal with analogue connections as well. These latter can be upgraded to digital ones as soon as the connection needs evolve.

From November 18 to 30, about 100 aircraft from 13 countries are crossing the skies of North-East Brazil in simulated war exercises of the largest joint multinational training of the Brazilian Air Force (FAB – Força Aérea Brasileira). This training exercise, named CRUSEX 2018, is simulating a true war, during which aircrafts from many different countries shall coordinate their activities and operative missions.

The 1st Group of Communications and Control (1st GCC) and CINDACTA3 provided personnel and equipment to support the preparation of such a large event, with large-scale operations of this magnitude. All this required the mobilization of the high-level best forces of FAB, involving a complex logistics and communications infrastructure, e.g. for expanding radar coverage, increasing the capacity of radio ground-air and air-air communications, allowing evaluation of real-time maneuvers and combat.

SITTI is a supplier to FAB (Força Aérea Brasileira) with its MULTIFONO® Voice Communication Systems (VCS) and ancillary equipment. SITTI has therefore been directly involved in the setting up and support of the communications network, by defining and appropriately modifying the configuration of their systems to allow capacity expansion and adaptation to the needs of CRUSEX 2018. A dedicated team of highly qualified experts worked side by side with the Brazilian Air Force to find the best effective solution for the high-demanding communications needs for this international air force training, over a very large area of operations. Both fixed and field deployable Military Voice Communications Systems have been utilized in a multitude of different tough environments, thus once more proving their robustness and reliability.



The Brazilian Minister of Defence admitted the General Manager of “SITTI do Brasil”, Mr. Riccardo Ornaghi, to the Order of Aeronautical Merit.

The Order of Aeronautical Merit is the highest Aeronautical honour awarded by the Brazilian Air Force Commander. This recognition rewards personnel of the Brazilian Air Force for notable services, as well as recognizes outstanding services done by Brazilian or foreign civil and military people to Brazil.

After the imposition of the Medal, occurred at ALA11 during the Aviator’s Day Celebration, the SITTI do Brazil Director presented the high award to the top management at the headquarters  in Milan, with special thanks to the Brazilian Air Force and to all the colleagues who participated to this important goal: “Such an important recognition is a reason of high honour to me and to SITTI company, professionally committed in Brazil over the last twenty years. This result could not have been achieved without the constant commitment of Italian and Brazilian colleagues who daily dedicate their energies to guarantee security and efficiency in the services provided. I would like to express my sincere gratitude to Brazilian Air force for having recognized our efforts and results that, after this merit, shall always meet the highest expectations.”
